(1) Youth Employment Leap Incentive – Type I
Eligibility Requirements
① Eligible Employers:
Businesses with five or more employees that qualify as SMEs under the “Preferred Support Enterprises” category.
In certain sectors such as knowledge services, cultural content industries, youth start-ups, future growth industries, and regional strategic industries, businesses with one or more employees are eligible.
② Eligible Youth (Disadvantaged Job Seekers):
Youth aged 15–34 who meet any of the following conditions:
Unemployed for four months or longer
High school graduate or lower academic background
Participants or graduates of the National Employment Support Program, Youth Job Experience Support Project, or Youth Challenge Support Project
Graduates whose total period of employment insurance coverage after graduation is less than one year

Support Level
① Amount: Up to KRW 600,000 per month per newly hired youth for one year (maximum KRW 7.2 million per person; up to KRW 12 million for two years).
② Conditions: Regular employment maintained for at least six months; at least 30 working hours per week; payment of at least the statutory minimum wage; and enrollment in employment insurance.
③ Procedure:
Apply for participation via Work24 website (Employer ↔ Operating Agency)
Recruit and employ youth workers (maintain employment for at least six months)
Submit subsidy application to the Operating Agency
Review and payment of subsidies (Operating Agency / Employment Center)
(2) Youth Employment Leap Incentive – Type II
Eligibility Requirements
① Eligible Employers and Youth:
Companies in manufacturing or other sectors with labor shortages, and the youth workers employed by such companies.
② Conditions:
Employers: Must be “Preferred Support Enterprises” with five or more employees operating in a labor-shortage industry, such as manufacturing or other government-designated sectors.
Youth: Must have been employed at such companies for at least 18 months.

Support Level
① Amount:
Employers: Up to KRW 600,000 per month per newly hired youth for one year (maximum KRW 7.2 million per person).
Youth Employees: Incentive of KRW 2.4 million after 18 months and an additional KRW 2.4 million after 24 months (maximum KRW 4.8 million).
② Conditions: Regular employment maintained for at least six months; at least 30 working hours per week; payment of at least the statutory minimum wage; and enrollment in employment insurance.
③ Procedure: Employers: Apply for participation on Work24, recruit youth, and after six months, apply for subsidy payment.
Youth: Eligible to apply for the incentive on Work24 after completing 18 months of continuous service.
(3) Employment Promotion Incentive
① Eligible Employers:
Employers who hire unemployed persons from vulnerable groups (as defined and announced by the Minister of Employment and Labor) as regular employees with open-ended contracts, and maintain their employment for at least six months.
Exemptions from pre-training requirements: Severely disabled persons or single mothers who have been registered as job seekers and unemployed for at least one month are also eligible.
Covered Employees: Those whose average monthly wage reported under the Employment Insurance and Industrial Accident Compensation Insurance Premium Collection Act is less than KRW 1.21 million.

② Support Level: (per newly hired worker, up to one year)*
SMEs: KRW 3.6 million every six months (total KRW 7.2 million)
Medium-sized companies: KRW 3.6 million every six months (total KRW 7.2 million)
Large enterprises: KRW 1.8 million every six months (total KRW 3.6 million)
Special cases: Severely disabled persons, female heads of household, and recipients of the National Employment Support Program who are basic livelihood beneficiaries may receive support for up to two years.
Note: From January 1, 2025, “medium-sized company” eligibility will follow the definition under Article 25 of the Special Act on the Promotion of Growth and Strengthening Competitiveness of Medium Enterprises, and apply only to hires made during the validity period specified in the confirmation letter.
Support limit: Up to 30% of the total number of insured workers as of the previous year’s end (maximum 30 persons; minimum 3 persons for workplaces with fewer than 9 insured workers).
