1) Subsidy for Paid Employment Retention
Eligibility Requirements
Employers facing temporary business difficulties due to economic fluctuations or industrial restructuring, where workforce adjustments are unavoidable, may receive partial wage support if they implement employment retention measures such as temporary shutdowns or leaves of absence. For example, a decline in sales of 15% or more.
① Temporary Shutdown: Reduction of total scheduled working hours of all insured workers by more than 20%.
② Leave of Absence: Granting a leave of at least one month to employees.
Support Level
The support rate and limits vary depending on industry type, company size, and whether the region is designated as a special employment crisis area.
① General Industries
Preferred Support Enterprises: ⅔ of wages, up to KRW 66,000 per day (maximum 180 days per year)
Large Enterprises: ½ or ⅔ of wages, up to KRW 66,000 per day (maximum 180 days per year)
② Special Employment Support Industries / Employment Crisis Areas
Preferred Support Enterprises: 9/10 of wages, up to KRW 70,000 per day
Large Enterprises: ⅔ or ¾ of wages, up to KRW 66,000 per day (maximum 180 days per year)
2) Subsidy for Unpaid Employment Retention
Eligibility Requirements
Employers facing temporary management difficulties due to economic downturns or industrial restructuring, where workforce adjustments are inevitable, may apply for subsidies to be paid directly to workers placed on unpaid leave or unpaid shutdown. For example, a decline in sales of 30% or more.
① Unpaid Shutdown: Must last 30 days or more, meet the required scale, and obtain approval from the Labor Relations Commission.
- 50% or more of workers (for workplaces with ≤19 employees)
- 10 or more workers (for workplaces with 20–99 employees)
- 10% or more of workers (for workplaces with 100–999 employees)
- 100 or more workers (for workplaces with 1,000 or more employees)
② Unpaid Leave: Must last 30 days or more, meet the required scale, be agreed upon with the employee representative, and within one year prior to the unpaid leave, the company must have conducted paid leave or paid leave of absence for at least 20% of insured employees for three months or more.
- 10 or more workers (for workplaces with 10–99 employees)
- 10% or more of workers (for workplaces with 100–999 employees)
- 100 or more workers (for workplaces with 1,000 or more employees)
Support Level
