  • 1. Employment Stability Support Subsidy for Labor Transition Agreements <Industrial and Job Transition Support Program>
  • Purpose
    To support companies and workers in crisis industries affected by the low-carbon and digital transition, when labor and management reach an agreement to maintain employment.
    Support includes improvements to the working environment and related facilities.

    Budget
    Total: KRW 5 billion
     (Estimated: 50 workplaces × KRW 100 million per company)
    ※ Applications are accepted until the budget is exhausted.

    Eligible Applicants
    • Employers engaged in low-carbon or digital transition industries (no restriction on company size).
    ※ Applies to companies facing the risk of redundancy due to labor transition, including those that have received business conversion or restructuring approval within the past three years (since 2019).

    Eligibility Requirements
    • Labor–management agreement on employment retention.
    • No-redundancy obligation period: Duration of the support period + 1 additional month.
    • Minimum participation of 300 employees or more.

    Definition of Labor–Management Agreement
    Category         Definition
    Existence of Labor Union        Agreement signed by the representative of the labor union organized by a majority of the workers.
    Non-existence of Labor Union        Agreement signed by a representative of a majority of the workers.
    Details of Support

    Details of Support
    • Support for rental costs of employee education facilities and welfare-related facilities.
     ※ Examples: job transition training centers, cafeterias, rest areas, and commuter bus rentals.
    ※ Post-support monitoring is conducted to verify employment retention and job transition outcomes.
    ※ Example:
    Support is provided up to 50% of the employer’s investment, with a maximum limit of KRW 500 million.
     - Example: If a company spends KRW 10 million per month on commuter bus rentals, 50% of the cost (KRW 5 million) will be subsidized.

    Amount of Support

    • Up to 50% of the employer’s cost, capped at KRW 500 million.
    ※ For training equipment and facilities related to job transition, support is increased up to 80%.

    Application Cycle
    Applications are submitted quarterly (every 3 months), and subsidies are calculated and paid monthly.

    Application Deadline
    Applications must be submitted within one year from the month following the end date of the rental or other activity specified in the approved plan.
