Purpose
To support employers who, due to industrial structural transitions, find workforce adjustments unavoidable but provide in-house or outsourced outplacement services to their employees to promote reemployment and job stability.
※ Outplacement Services include:
Career design education, retirement planning seminars, start-up counseling, interview coaching, psychological support, aptitude testing, and job placement assistance.
Budget
Total: KRW 5.1 billion
(Estimated: 2,300 participants × KRW 2.2 million per person / expected average unit support)
※ Applications close early when the budget is exhausted.
Eligible Applicants
• Employers engaged in low-carbon or digital transition industries (no restriction on company size).
※ Includes companies that have participated in the Labor Transition Employment Stability Consulting Program or have received business conversion or restructuring approval within the past three years (since 2019).
Eligibility Requirements
• Labor–management agreement on employment retention.
• No-redundancy obligation period: duration of the support period + 1 additional month.
• Minimum total personnel expenditure: KRW 3 million or more.

Existence of Labor Union Agreement signed by the representative of the labor union organized by a majority of the workers.
Non-existence of Labor Union Agreement signed by a representative of a majority of the workers.

Details of Support
• Subsidies for rental costs related to employee education and welfare facilities, including:
※ Job transition training and education facilities, dormitory rentals, and commuter bus rentals.
※ Follow-up monitoring is conducted to verify employment retention and transition results.
Example:
Support is provided up to 50% of the employer’s investment, capped at KRW 500 million.
- Example: A company spending KRW 10 million per month for commuter bus rentals receives 50% of the cost (KRW 5 million) as a subsidy.
Amount of Support
• Up to 50% of the rental cost, capped at KRW 500 million.
※ For training equipment and facilities directly related to job transition, the support rate may increase up to 80%.
Application Cycle
Applications are accepted every three months (quarterly) and payments are made on a monthly calculation basis.
Application Deadline
Applications must be submitted within one year from the month following the end date of the lease or other activity stated in the approved plan.
