The National Tomorrow Learning Card is a system that allows any Korean citizen (except those specifically excluded) to receive government support for various job training programs aimed at improving employment and career skills, regardless of employment status.
The card is valid for five years and provides a total support limit of KRW 3–5 million.
1) Training for General Occupations
[Eligible Participants] Holders of the National Tomorrow Learning Card
[Support Details]
① Within the account limit (KRW 3–5 million over five years), 45–100% of training expenses are subsidized depending on the average employment rate of each occupation.
For vulnerable groups, such as participants in Type 1 or specific groups of Type 2 of the National Employment Support Program, 80–100% of the training cost is subsidized.
② For training courses exceeding 140 hours, trainees receive a training allowance of up to KRW 116,000 per month, provided that the attendance rate per unit period is at least 80%.
For those receiving unemployment benefits or earning income, the allowance may be partially or entirely excluded.
2) Training for National Key and Strategic Industries
[Eligible Participants] Holders of the National Tomorrow Learning Card
[Support Details]
① Full training cost is covered once per participant, and KRW 2 million is deducted from the card balance.
Participants with prior full-support training (e.g., National Key Industries, K-Digital Training, Industry-Academia Cooperation Training) must pay full costs exceeding the account limit.
If the account balance is less than KRW 2 million, the remaining balance is deducted.
② A training allowance of up to KRW 200,000 per month is provided for attendance rates of 80% or higher.
For those receiving unemployment benefits or earning income, the allowance may be partially or entirely excluded.
3) K-Digital Training – Advanced Digital Core Talent Development Program
[Eligible Participants] Individuals eligible for the National Tomorrow Learning Card
[Support Details]
① Full training cost support is provided once per person for both regular and short-term courses (first participation in each type).
② KRW 3 million is deducted from the card balance.
If the remaining balance is less than KRW 3 million, the remainder is deducted. For short-term courses, no deduction is made.
③ Training allowance: Up to KRW 116,000 per month
Special training allowance: Up to KRW 200,000 per month (short-term courses excluded)
However, voluntarily insured self-employed workers are excluded from the special training allowance, considering they may already receive up to KRW 360,000 per month as a general training allowance.
4) Training for Care Service Occupations
[Eligible Participants] Holders of the National Tomorrow Learning Card
[Support Details]
① Within the account limit (KRW 3–5 million over five years), 10% of the training cost is subsidized.
For vulnerable groups, such as participants in Type 1 or specific groups of Type 2 of the National Employment Support Program, 90% of the training cost is subsidized.
② Reimbursement of self-payment: If the trainee is employed in the same occupation within six months after completing the training and remains employed for at least six months, the self-paid portion is refunded.
③ For training programs exceeding 140 hours, a training allowance of up to KRW 116,000 per month is paid (with attendance rate of 80% or more).
For those receiving unemployment benefits or earning income, the allowance may be partially or entirely excluded.
5) K-Digital Basic Competency Training (K-Digital Credit)
[Eligible Participants] Holders of the National Tomorrow Learning Card
[Support Details]
① An additional credit of KRW 500,000 is provided for digital basic competency training, separate from the regular account limit of the National Tomorrow Learning Card.
The validity period is one year, starting from the date of enrollment in the first K-Digital basic competency course (separate from the main card’s validity period).
② If a credit balance remains, trainees may enroll in a course exceeding the balance once, by using the remaining credit and paying 10% of the cost out of pocket.
③ Trainees are required to pay 10% of the course fee (no additional preferential reductions).
④ Penalty for early withdrawal:
(1st instance) Warning
(2nd or more) 50% deduction from the restored credit of the respective course
For attendance falsification or fraudulent receipt of support: The entire remaining credit balance is forfeited.
6) Specialized Training for Industrial Structure Adjustment
[Eligible Participants] Holders of the National Tomorrow Learning Card
[Support Details]
① For job seekers: Full training cost is covered once per participant.
If the remaining account balance is KRW 2 million or less, only the remaining balance will be deducted.
- If the tuition fee for the desired course exceeds KRW 2 million, only KRW 2 million will be deducted from the account balance.
② For employed workers: Full training cost is covered up to KRW 2 million in total.
- Regardless of the number of courses taken, full support is provided until the total amount of training costs reaches KRW 2 million, including the final course that causes the total to exceed KRW 2 million.
Example:
1st course: KRW 700,000 (fully covered)
2nd course: KRW 800,000 (fully covered)
3rd course: KRW 1,000,000 (fully covered; total cost exceeds KRW 2 million at this point).
③ Even if the participant has previously taken a fully funded course under Article 46(2) of the National Tomorrow Learning Card Operational Guidelines (e.g., National Key Industry, Specialized High School, or K-Digital Training),
- if there is no prior participation in the “Industrial Structure Adjustment Specialized Training,” the participant will still be considered as a first-time participant and receive full support.
④ For job seekers: - Training allowance: up to KRW 116,000 per month for courses of 140 hours or more (attendance rate ≥ 80%)
- Special training allowance: up to KRW 200,000 per month for priority industry courses with 350 training hours or more.
However, voluntarily insured self-employed workers are excluded from the special training allowance, considering they may already receive up to KRW 360,000 per month as a general training allowance.
7) Specialized Training for General High School Students
[Eligible Participants]
Third-year students (regardless of age) attending general high schools, autonomous high schools, specialized alternative education schools, alternative schools, or academic accreditation institutions,
Out-of-school youth aged 17–19 with at least a middle school diploma,
All must be holders of the National Tomorrow Learning Card.
[Support Details]
① Full training cost is supported once per person, and even if the tuition exceeds KRW 2 million, only KRW 2 million is deducted from the account.
- If the remaining account balance is KRW 2 million or less, only the remaining amount is deducted.
② Training allowance of up to KRW 200,000 per month.
③ Submission of a School Principal’s Approval Letter and an Individual Training Plan.
④ Recommendation letter from the Youth Support Center for Out-of-School Youth (only for out-of-school participants).
⑤ Pre-training counseling may be omitted, but participants may request counseling online or offline if desired.
