Gov. Subsidy

This is a social insurance system designed to promote the improvement of workers’ job skills and technological capabilities, enabling them to respond proactively to changes in the labor market while enhancing individual employment stability and corporate productivity.

Overview
The Vocational Competency Development Program provides a wide range of training programs and financial support for both workers and employers.

(1) Support for Workers
When employed workers voluntarily participate in job-related training, a portion of the training expenses is subsidized.
In particular, through the “National Tomorrow Learning Card (국민내일배움카드)” system, workers can receive government support to enroll in training courses of their choice for personal and professional development.

(2) Support for Employers
When a company conducts training programs to improve the job skills of its employees, part of the training costs is subsidized.
This encourages corporate investment in human resource development and ultimately contributes to strengthening corporate competitiveness.

  • Purpose of the Program
    When an employer conducts vocational training for employees, prospective hires, or job seekers to improve their job competencies,
    a portion of the incurred training costs is subsidized.
    Eligible Participants
    Training Implementer: Employers covered under the Employment Insurance Act’s vocational competency development provisions.
    Training Beneficiaries: Workers aged 15 or older (including current employees, prospective employees, and job seekers).
    This system allows any Korean national (except those excluded) to receive diverse training support for employment, career transitions, and skill development — with a single card valid for five years and a total support limit of KRW 3–5 million.

    Support Details
    1) Group Training (Off-the-Job Training)
    In-house Training Costs:
     Standard training cost per occupation × training hours × number of trainees who complete training × employer size-based support rate.
    Commissioned Training Costs:
     Standard training cost per occupation × training hours × number of trainees who complete training × employer size-based support rate.
    Training Allowance:
     If training is provided for prospective employees or job seekers for at least 120 hours per month for one month or longer, and a training allowance is paid,
     up to KRW 200,000 per month is subsidized.
    Meal and Accommodation Expenses:
     When training is conducted for five hours or more per day,
     a meal allowance of KRW 3,300 per day and an accommodation allowance of KRW 14,000 per day are provided (monthly limit: KRW 330,000).
    Partial Wage Support:
     For training courses recognized as paid leave training, part of the wage corresponding to the training hours is subsidized.

    2) On-the-Job Training (OJT)
    In-house Training Costs:
     Standard training cost per occupation × training hours × number of trainees who complete training × employer size-based support rate.
    Meal and Accommodation Expenses:
     When training is conducted for five hours or more per day,
     a meal allowance of KRW 3,300 per day and an accommodation allowance of KRW 14,000 per day are provided (monthly limit: KRW 330,000).
    Training Allowance:
     If training is provided for prospective employees or job seekers for at least 120 hours per month for one month or longer, and a training allowance is paid,
     up to KRW 200,000 per month is subsidized.

    3) Remote (E-Learning) Training
    Subsidy = Remote Training Unit Cost × Training Hours × Number of Trainees Who Complete Training × Adjustment Coefficient (according to course quality) × Employer Size-Based Support Rate.
    Support Limits
    The maximum support per year is up to 100% of the Employment Insurance contributions paid for the Employment Stabilization and Vocational Competency Development Program.
     - For Preferred Support Enterprises, the limit is 240%.
    Eligibility Requirements
    Group and On-the-Job Training:
     At least 80% attendance throughout the total training period.
    Internet/Remote Training:
     – Learning participation rate of 80% or higher, and
     – Completion of specific course completion criteria established by the training provider.

    Support Procedure – Step-by-Step Process
    (1) Application for Course Approval
    Commissioned Training: Must be submitted no later than 7 days before the start date of the training.
    In-house Training: Must be submitted no later than 5 days before the start date of the training.
    (2) Training Implementation Report and Execution
    Deadline for Submission: Must be reported before the training begins.
    Change to Trainee List: Any changes to the trainee roster must be reported before the submission of the training completion report.
    (3) Training Completion Report
    Deadline for Submission: Must be submitted within 14 days from the completion date of the training.
    (4) Application for Cost Support
    Deadline for Submission: Must be submitted within 30 days after the completion of the training, or within 30 days after every three-month training period for ongoing training programs.
